Today's economy, dominated at an increasingly rate by
the service sector with its fast and challenging changes is a skills-based
economy. It demands that employees, both managerial and non-managerial alike,
have broad, abstract, and flexible professional skills.
In the Chicago Metropolitan Area, according to the Bureau of Labor Statistics,
the number of service sector jobs was estimated at 1,413,800 in September of
2001, which represents a 0.3% growth rate in only six months. For
non-managerial employees, the US Department of Labor maintains that as work
becomes more abstract, higher order conceptual, communication, problem-solving,
creativity, motivation, goal setting, interpersonal, team work, organization
effectiveness and leadership skills are vital for making the abstract more
concrete in today's workplace. At the same time, although the role of effective
managers of making sure that their organizations operate efficiently, keeping
unit costs in line and staying within budgeted limits, is still vital,
managerial expertise alone cannot ensure long-term institutional success.
According to the President and CEO of a Fortune 500 Company, "Management
is the professional foundation, but moving beyond management to
leadership is the professional capstone of an organization."
Consequently, a well-trained work force, both managerial and non-managerial, is
vitally needed for today's economy.
In an effort to address the needs of the new economy, the Business & Industry
